Renting in Barcelona: what changes in 2025
2025 is a turning point for anyone buying in Barcelona to let. Within a few months, several decisions redrew what is possible, and what is not.
End of the golden visa (3 April 2025)
Since 3 April 2025, Spain no longer grants residence visas in exchange for property investment. For non-EU buyers, buying a home no longer leads to residence. EU buyers are not affected.
Tourist flats: a scheduled end in Barcelona
On 13 March 2025, the Constitutional Court upheld Catalan Decree-Law 3/2023, which tightly regulates tourist-use housing. Barcelona has announced it will not renew its roughly 10,000 existing licences when they expire in November 2028. Buying now on the strength of a tourist licence is a very risky bet.
Seasonal rentals: moving under standard rental rules
Catalan Decree-Law 2/2025 of 25 February 2025 brings temporary lets (work, study, medical) under residential lease rules, including rent caps in stressed-market areas. The text is going through the Catalan Parliament to become a law. The aim: stop seasonal leases being used to avoid rent caps.
Single rental register (1 July 2025)
Since 1 July 2025, short-term rentals, both tourist and seasonal, need a national registration number to be advertised on platforms. Without it, listings can be removed.
Reminder: rent caps since March 2024
Barcelona is a stressed-market area where rents on new main-residence contracts are limited by the reference index. This remains the baseline for any rental investment.
Key takeaways if you are buying
- Think main residence or long-term letting: the safest uses over the medium term.
- Calculate yield on a capped rent, not on seasonal or tourist rent.
- Have the property's status checked (licence, use, habitability certificate) before signing anything.
